This article examines the relationship between Puerto Rico's export-oriented development program and the demand for women workers in the manufacturing sector from 1952 to 1980. Its central proposition is that the consistently high proportion of women in the manufacturing sector was the result of an employment structure characterized by specialization in assembly-type activities and low wages. Although the Puerto Rican government pursued a development strategy designed to increase job opportunities for men, the manufacturing industries attracted to the island by its (...) export-oriented industrialization policies generated a strong demand for women workers. The apparent contradiction between the employment practices of manufacturing establishments and government policies is due to the restructuring of the global economy and the emergence of a new international division of labor that brought increasing numbers of women into the labor market. In our paper we aim at reflecting upon the extent to which educational theory may be used as a framework in the analysis of policy documents. As policy texts are ‘heteroglossic in character’ (Lingard and Ozga, in The Routledge Falmer reader in education policy and politics, Routledge, London and New York, 2007 , p. 2) and create “circumstances in which the range of options available in deciding what to do are narrowed or changed” (Ball in, Education policy and social class: (...) The selected works of Stephen J Ball, Routledge, London and New York, 2006 , p. 46), they need to be theoretically tackled in their underlying assumptions and implications. This proposal draws on an analysis of two sets of documents of the European Union: texts produced between 2000 and 2006, underlying the European Union programmes; and texts produced by a working group focusing on the key competences of Lifelong Learning (2003–2006). Initially, the framework for the analysis of different documents was grounded on the existing research in the field of educational policy. Now we attempt a secondary analysis of the collected data by transposing the borders of this particular and highly prolific field. We argue that what is outside the texts may reshape what is inside the texts. Educational theory allows us to define some conceptual tools in order to question the documents as political apparatus which open and constrain possibilities. Therefore, we will use educational theory as an arena where different matters, perspectives and possibilities may be explored and assembled. We have engaged in a conversation with both the data and some theoretical approaches. Central to this conversation are the concepts of “ignorant schoolmaster” (Rancière, in The ignorant schoolmaster five lessons in intellectual emancipation, Stanford University Press, Stanford, 1991 ), “learning contexts” (Edwards, in Rethinking contexts for learning and teaching, Routledge, Oxon and New York, 2009a , b ), and “experience” (Larrosa, in Revista Brasileira de Educação, 19:20–28, 2002 ). The Complexo do Alemão, a group of 12 favelas in Rio de Janeiro, attracted the attention of Brazilian and International corporate media when the police and the army ‘pacified’ the favelas in 2010. Part of a broader political and economic project to make Rio de Janeiro ‘safe for large-scale events, pacification consists of seizing back territories from the control of drug dealers by installing permanent police units. This paper focuses on how different discourses on the ‘pacification’ of the Alemão simultaneously (...) entextualized and projected trajectories of reception, interpellation and agency. It also delineates different and competing communicable maps of these trajectories of signs. While looking at ethnographic evidence from local reception of mediatized signs and people’s own communicable maps, it draws attention to major gaps in communicable constructions of pacification, thus attempting to accentuate some complexities of Rio’s mainstream pragmatics of circulation. Since the 1980s, when drug gangs became embedded in Rio de Janeiro’s favelas, or poor urban neighborhoods, much has been written about the violent regimes that govern these spaces. This article argues that a nonviolent political regime run by activist residents also plays a critical role in favela governance by expanding the provision of services, promoting social development, fighting for their citizenship rights, and inserting favelas into political networks across the city. This claim is based on ethnographic fieldwork conducted between (...) 2014 and 2017 in the City of God, one of Rio’s most dangerous gang-controlled neighborhoods. Paradoxically, in activists’ efforts to improve the neighborhood and fight for their rights, the nonviolent political regime in the City of God not only subverted violent politics but also helped to provide the conditions for its survival. Nevertheless, scholarship must account for nonviolent political actors in order to fully theorize favela governance. (shrink)

The goal of this study was to evaluate and compare the hygienic-sanitary conditions of two Units of Food and Nutrition (UANs) (A and B) located in two municipalities of the Vale do Taquari, Rio Grande do Sul, by means of Ordinance No. 78/2009, which established the Checklist of Good Practices for Food Services. This legislation composes a checklist with 153 criteria distributed in 12 categories. Each criterion is endowed with the options "Yes", "No" and "NA" (not applicable), which were marked (...) with an "x", being: "NA" when the criterion did not correspond to the UAN reality, "No" when the criteria were not in compliance with the legislation, and "Yes" when UAN met the evaluation criteria legislation. The classification of each UAN followed the scoring criteria established by RDC 275/2002. The a UAN presented a total of 90.85% (n = 129) of compliance and the "B" UAN totaled 88.27% (n = 128) of compliance. Both were classified in Group 1 of DRC 275/2002. The "A" UAN presented 05 nonconforming categories, totaling 13 criteria (9.15%), and Unit B 08 nonconforming categories, totaling 17 criteria (11.72%). Both UANs had good hygienic-sanitary conditions because they met most of the criteria in accordance with the legislation. (shrink)

Disagreement and the implications thereof have emerged as a central preoccupation of recent analytic philosophy. In epistemology, articles on so-called peer disagreement and its implications have burgeoned and now constitute an especially rich subject of discussion in the field. In moral and political philosophy, moral disagreement has of course traditionally been a crucial argumentative lever in meta-ethical debates, and disagreement over conceptions of the good has been the spark for central controversies in political philosophy, such as the limits of legitimate (...) state authority and public reason. Philosophers of language have also been keen to take up disagreement as a tool, for instance in motivating or exploring the merits of contextualist or relativist semantics for certain areas of discourse, such as matters of taste, aesthetic evaluation, and epistemic discourse. In this paper I take up the question of the nature of the doxastic attitudes we entertain while inquiring into some matter. Relying on a distinction between two stages of open inquiry, I urge to acknowledge the existence of a distinctive attitude of cognitive inclination towards a proposition qua answer to the question one is inquiring into. I call this attitude “hypothesis”. Hypothesis, I argue, is a sui generis doxastic attitude which differs, both functionally and normatively, from suspended judgement, full (...) belief, credences, and acceptance. In closing, I point to the epistemological significance of hypothesis. More specifically, I contend that holding an attitude of hypothesis enables us to respond rationally to peer disagreement, and I suggest that such an attitude offers a suitable articulation of the view, originally put forward by Philip Kitcher, that cognitive diversity in inquiry has epistemic benefits. Permissivism is the view that, sometimes, there is more than one doxastic attitude that is perfectly rationalised by the evidence. Impermissivism is the denial of Permissivism. Several philosophers, with the aim to defend either Impermissivism or Permissivism, have recently discussed the value of (im)permissive rationality. This paper focuses on one kind of value-conferring considerations, stemming from the so-called “truth-connection” enjoyed by rational doxastic attitudes. The paper vindicates the truth-connected value of permissive rationality by pursuing a novel strategy which rests on (...) two main planks: first, there is a distinction between a fine-grained and a coarse-grained type-individuation of belief-forming methods. Secondly, different kinds of decision-theoretic reasoning, i.e. expected-accuracy reasoning and accuracy-domination reasoning, must be paired with a fine-grained and a coarse-grained type-individuation of methods, respectively. I argue that while the first pair is wholly irrelevant to the question of the truth-connection, the second affords the means to a permissivist explanation of the truth-connected value of rationality. The article investigates the significance of the so-called phenomenon of apparent faultless disagreement for debates about the semantics of taste discourse. Two kinds of description of the phenomenon are proposed. The first ensures that faultless disagreement raises a distinctive philosophical challenge; yet, it is argued that Contextualist, Realist and Relativist semantic theories do not account for this description. The second, by contrast, makes the phenomenon irrelevant for the problem of what the right semantics of taste discourse should be. Lastly, the (...) following dilemma is assessed: either faultless disagreement provides strong evidence against semantic theories; or its significance should be considerably downplayed. (shrink)

The paper proposes an account of the rational response to higher-order evidence whose key claim is that whenever we acquire such evidence we ought to engage in the inquiring activity of double-checking. Combined with a principle that establishes a connection between rational inquiry and rational belief retention, the account offers a novel explanation of the alleged impermissibility of retaining one’s belief in the face of higher-order evidence. While it seems hard to deny the epistemic significance of a disagreement with our acknowledged epistemic peers, there are certain disagreements, such as philosophical disagreements, which appear to be permissibly sustainable. These two claims, each independently plausible, are jointly puzzling. This paper argues for a solution to this puzzle. The main tenets of the solution are two. First, the peers ought to engage in a deliberative activity of discovering more about their epistemic position vis-à-vis the issue at stake. Tradition has it that first-person thought is somehow special. It is also commonplace to maintain that the first-person concept obeys a rule of reference to the effect that any token first-person thought is about the thinker of that thought. Following Annalisa Coliva and, more recently, Santiago Echeverri, I take the specialness claim to be the claim that thinking a first-person thought comes with a certain guarantee of its pattern of reference. Echeverri maintains that such a guarantee is explained by a (...) fairly flatfooted interpretation of the thinker-reflexive rule. I argue, however, that the explanatory aspirations of the thinker-reflexive rule are fulfilled only if we accept an epistemically loaded gloss on the notion of a thinker of a thought featuring the rule. That gloss is unpacked in terms of the subject’s ability to be acquainted with the phenomenal character of their thoughts. (shrink)

The recent debate on Semantic Contextualism and Relativism has definitely brought the phenomenon of disagreement under the spotlight. Relativists have considered disagreement as a means to accomplish a defence of their own position regarding the semantics of knowledge attributions, epistemic modals, taste predicates, and so on. The aim of this paper is twofold: first, we argue that several specific notions of disagreement can be subsumed under a common “schema” which provides a unified and overarching notion of disagreement. Secondly, we avail (...) ourselves of such a unified notion of disagreement to assess the arguments devised especially by Relativists in order to criticise certain forms of Contextualism, which crucially rely on the idea that Relativism is better suited than Contextualism to capture certain intuitions of disagreement. This paper addresses a largely neglected question in ongoing debates over disagreement: what is the relation, if any, between disagreements involving credences and disagreements involving outright beliefs? The first part of the paper offers some desiderata for an adequate account of credal and full disagreement. The second part of the paper argues that both phenomena can be subsumed under a schematic definition which goes as follows: A and B disagree if and only if the accuracy conditions of A's doxastic attitude (...) are such that, if they were fulfilled, this would ipso facto make B's doxastic attitude inaccurate, or vice-versa. Deference to experts is normal in many areas of inquiry, but suspicious in morality. This is puzzling if one thinks that morality is relevantly like those other areas of inquiry. We argue that this suspiciousness can be explained in terms of the suspiciousness of deferring to an epistemic peer. We then argue that this explanation is preferable to others in the literature, and explore some metaethical implications of this result.

In this paper I aim to illuminate the significance of thought insertion for debates about the first-person concept. My starting point is the often-voiced contention that thought insertion might challenge the thesis that introspection-based self-ascriptions of psychological properties are immune to error through misidentification relative to the first-person concept. In the first part of the paper I explain what a thought insertion-based counterexample to this immunity thesis should be like. I then argue that various thought insertion-involving scenarios do not give (...) rise to successful counterexamples to the immunity of the target class of self-ascriptions. In the second part of the paper I turn to defend a Metasemantic Explanation of why the immunity thesis holds. The Metasemantic Explanation rests on a reference-fixing story about the mental ‘I’ whose key contention is that introspective impressions play an essential role in fixing its reference. It is part of my argument in favour of the proposed reference-fixing story, as well as of the Metasemantic Explanation, that they respect the paradigmatic features of self-ascriptions of inserted thoughts. Hinge epistemology has to dispel the worry that disagreeing over hinges is rationally inert. Building on a companion piece (Coliva and Palmira 2020), this paper offers a constitutivist solution to the problem of rational inertia by maintaining that a Humean sceptic and a hinge epistemologist disagree over the correct explication of the concept of epistemic rationality. The paper explores the implications of such a solution. First, it clarifies in what sense a disagreement over hinges would be a conceptual disagreement. (...) Secondly, it uses considerations about the (alleged) rational inertia of hinge disagreement to offer a test whereby to demarcate genuine hinges from merely entrenched beliefs. Thirdly, it offers a response to the challenge of explaining why we have reason to engage in the epistemic practices that hinges are constitutive of in the first place. Fourthly, it argues that the constitutivist approach to hinge disagreement does not result in a relativist view. (shrink)

This paper focuses on the phenomenon of forming one’s judgement about epistemic matters, such as whether one has some reason not to believe false propositions, on the basis of the opinion of somebody one takes to be an expert about them. The paper pursues three aims. First, it argues that some cases of expert deference about epistemic matters are suspicious. Secondly, it provides an explanation of such a suspiciousness. Thirdly, it draws the metaepistemological implications of the proposed explanation.

There are scenarios in which letting one’s own views on the question whether p direct one’s inquiry into that question brings about individual and collective epistemic benefits. However, these scenarios are also such that one’s evidence doesn’t support believing one’s own views. So, how to vindicate the epistemic benefits of directing one’s inquiry in such an asymmetric way, without asking one to hold a seemingly irrational doxastic attitude? To answer this question, the paper understands asymmetric inquiry direction in terms of (...) having one’s inquiry be guided by a doxastic attitude, which I call hypothesis, that’s governed by the following norm: One’s hypothesis that p is rational just in case it is a manifestation of the best feasible way to form a doxastic attitude regarding p that promotes the best feasible ways to advance towards settling the question of p’s (or of any other suitably related proposition’s) truth-value. This article analyses the rationality of the principle of proportionality as a justificatory method for solving cases involving conflicts of constitutional principles. It addresses the “problem of comparability”: a set of arguments claiming that proportionalists fail to understand what happens when constitutional principles collide. The problem of comparability suggests that balancing cannot be done if some conflicts of constitutional principles are, in reality, cases of noncomparability, incommensurability, incomparability, or vagueness. In this article, I challenge the views of both proportionalists and (...) their skeptics. Against the skeptics, I argue that proportionality can survive the challenge posed by the problem of comparability. Against the proportionalists, I submit that proportionality cannot be understood as a system of tradeoffs between degrees of satisfaction of principles. If comparison among constitutional principles is to be rational, we need a different approach to normativity—one that allows for the possibility of parity. (shrink)

The paper explores the idea that some singular judgements about the natural numbers are immune to error through misidentification by pursuing a comparison between arithmetic judgements and first-person judgements. By doing so, the first part of the paper offers a conciliatory resolution of the Coliva-Pryor dispute about so-called “de re” and “which-object” misidentification. The second part of the paper draws some lessons about what it takes to explain immunity to error through misidentification. The lessons are: First, the so-called Simple Account (...) of which-object immunity to error through misidentification to the effect that a judgement is immune to this kind of error just in case its grounds do not feature any identification component fails. Secondly, wh-immunity can be explained by a Reference-Fixing Account to the effect that a judgement is immune to this kind of error just in case its grounds are constituted by the facts whereby the reference of the concept of the object which the judgement concerns is fixed. Thirdly, a suitable revision of the Simple Account explains the de re immunity of those arithmetic judgements which are not wh-immune. These three lessons point towards the general conclusion that there is no unifying explanation of de re and wh-immunity. (shrink)

This paper investigates the question of how to correctly capture the scope of singular thinking. The first part of the paper identifies a scope problem for the dominant view of singular thought maintaining that, in order for a thinker to have a singular thought about an object o, the thinker has to bear a special epistemic relation to o. The scope problem has it is that this view cannot make sense of the singularity of our thoughts about objects to which (...) we do not or cannot bear any special epistemic relation. The paper focuses on a specific instance of the scope problem by addressing the case of thoughts about the natural numbers. Various possible solutions to the scope problem within the dominant framework are assessed and rejected. The second part of the paper develops a new theory of singular thought which hinges on the contention that the constraints that need to be met in order to think singularly vary depending on the kind of object we are thinking about. This idea is developed in detail by discussing the difference between the somewhat standard case of thoughts about spatio-temporal medium-sized inanimate objects and the case of thoughts about the natural numbers. It is contended that this new Pluralist theory of singular thought can successfully solve the scope problem. (shrink)

Este interesse encontra-se patenteado nas suas inúmeras exibiçōes públicas e nas vánas dissertaçōes académicas sobre o tema. Neste período, e em contraste com o anterior, a existência de seres humanos hermafroditas passou a ser questionada por membros da comunidade médica da época incluindo James Parsons, para o qual a figura do hermafrodita deveria ser erradicada do entendimento anatómico da diferença sexual. Albrecht von Haller nāo ficou indiferente à (...) controvérsia sobre a existência de hermafroditas humanos. Este artigo tem como objectivo apresentar e debater a sua visāo sobre esta temática, primeiramente apresentada na sua dissertaçāo sobre hermafroditas datada de 1752 e depois num artigo da Encyclopédie de 1777. De que modo a sua abordagem do problema foi distinta da dos seus contemporâneos? Qual foi o seu contúbuto para o entendimento da ambiguidade sexual? Haller pnvilegiou o estudo de homens com deformaçōes genitais habitualmente descrítos como hermafroditas mas que, no seu entender, deveriam ser considerados verdadeiros homens com plenos direitos legais e sociais. Mais ainda, Haller não tinha uma visāo redutora sobre o problema da ambiguidade sexual. No seu entender, os seres humanos hermafroditas, embora raros, poderíam existir. Afinal, o estudo da natureza mostrava o quāo ela era fértil na produçãāo de novas figuras e formas. Throughout the eighteenth century, there was a great fascination with human hermaphrodites. This interest is evident in their frequent public exhibitions and in the numerous academic dissertations published on the subject. In contrast with the previous period where men, women and hermaphrodites where thought to exist, the very existence of the latter was called into question by some members of the medical community including James Parsons for whom the the category of hermaphrodite should be eradicated from the understanding of sexual diference. Albrecht von Haller was not indifferent to the controversy on the existence of human hermaphrodites. This article is concerned with his views on the issue first presented in his dissertation on hermaphrodites and later in the French Encyclopédie . To what extent were his views on the subject different from the ones argued by other anatomists of the period? What was his contribute to the understanding of sexual ambiguity? In this paper, I will argue that Haller was especially concerned with men with genital deformations who, in his view, should not be described as hermaphrodites and should have the same social rights as other men. Moreover, Haller had an open view on the issue of the existence of human hermaphrodites. Although he considered the possibility of their existence rare, he did not deny the vast potential of nature in producing new shapes and forms. (shrink)

Rousseau has always had an uncertain relationship with the theory of constituent power. On the one hand, his distrust of political representation and support for popular sovereignty seem consistent with the idea of the people as a legally unlimited constitution-maker. On the other hand, if, from those views about representation and sovereignty, it follows that Rousseau is a proponent of direct democracy, then there seems to be no place in his thought for a theory that presupposes, above all, a separation (...) between those who exercise a delegated authority and those who possess an original constitution-making power. In a legal order in which all laws must be directly made by the people, such a separation is absent: the constituent and the legislative body are one and the same. It is therefore not surprising that Rousseau’s name is largely absent from contemporary literature on constituent power. In this article, however, I will show that once Rousseau’s particular conception of law, as well as his distinction between sovereignty and government, are properly understood, one finds in his work not only the first major formulation of the theory of constituent power, but also a careful exploration of its implications for actual constitutional practice.
